fire detroys a three- story building in oakland. the raging fire broke out just after five -this evening this is video of the scene from our helicopter partnership with abc 7. from earlier this evening. kron 4's philippe djegal is live at the scene. where the fire investigation is still ongoing tonight. philippe? >> reporter: pam, we are on the 600 block of harrison. the fire department said that this is been vacant quite for some time. even squatters could be the cause for this fire. three men actually were found on the top of the roof on the next building of this burning structure. they have been treated. there is a company that is boarding up the windows and as you can see there or at least for water hoses onto the building. at least four of them. at 5: 21 they were able to contain the fire within three hours it was completely controlled. the never fire never hopped to a n adjacent building structures for however, this is what"take a look at what the scene looked like earlier." they noticed that three men were standing on top of the building that is now destroyed. they were tr
oliver was staying. he surrendered to police at a hotel in oakland. also new at 11. a federal court ruled that two medical marijuana dispensaries. harborside health center in oakland, and its smaller operation in san jose. will stay open. the court denied motions that would have stopped marijuana sales at the properties. however, a judge did schedule a hearing later this month, to hear further arguments from the city of oakland. the court found. that injunctions would not be an appropriate means of preventing illegal use of marijuana at those locations. harborside, the largest medical marijuana club in the state, has been in business for more than six years. >> jacqueline: with reduced visibility some better conditions in half moon bay. but we are expecting portions of the bait to see a dense fog advisory issued. the east bay shore in the inland. the north bay has not been included within the advisory. that is a possibility with i would not be surprised. if it could be extended. and i would say that the areas highlighted on your screen could show some significant reduced visibility in the

(engine roars) >> reporter: a longtime california highway patrol spokesperson says this was even suprising to her. cellphone video uploaded onto youtube. shows spectators stopping their cars on interstate 8- 80 north in oakland. with the oh-dot-co coliseum and oracle areana in the background. recording a sideshow. mostly young men spinning donuts while traiffc sits still. creating a traffic mess for at least two minutes. this is another angle of it. >> "wow. stopping the whole freeway." >> reporter: and, it's not just one car spinning out. there are several. >> "only in oaklnd." >> reporter: the california highway patrol says it received a call about the sideshow at around 3-20 in the afternoon. one officer responded. several others then followed on motorcyles and cars. : it was a deadly day in oakland. police say there were four shooting deaths today. the first was reported around 2:30 p-m when police found a man hit with multiple gun shot wounds near east 17th street and 23rd avenue. he was transported to the hospital but later died. at around three p-m a man was found dead also suffering from gun shots near canon ave and wellington st just after 4 p-m a shooting was reported at 34th near west st.. no victims were found but later a man was admitted to a nearyby hospital where he died. and just after eight. police found a man dead suffering from gun shot wounds on hillside ave. near 94th street. there are no suspects in any of the four incidents. >> oakland police conducted several raids today in an effort to crack down on the city's crime wave. oakland has suffered an escalating problem with violence. such as the homicide you see here, where a woman and man were shot as they went through a drive- through restaurant. police launched 'operation ceasefire' to try and stem the violence. in the raid, police say, they detained 6 people. and confiscated guns and other

control. scott rates, kron 4. >> all lanes of northbound interstate 880 in oakland are back open this hour. after the c-h-p shut down the freeway to investigate a deadly crash. it happened at about 7-45 tonight near the high street off-ramp. the c-h-p says a honda civic crashed into the center divder. afterward. the driver tried to walk across the freeway. and was hit by at least two cars. the man died at the scene. the northbound lanes were closed for nearly two hours while the c-h-p investigated. >> a man is on the run tonight. after police say he intentionally set a woman on fire this afternoon in the bayview district of san francisco. the victim is in her mid- twenties. this is the man police are looking for. 22-year-old dexter oliver. phillipe djegal has more. >> vicki. suspect. 22-year-old dexter oliver. and, the victim knew eachother. in fact, police say the two are dating. right now, the victim is being treated in the burn center here at saint francis hospital. witnesses tell the san francisco police that they heard a woman screaming. on hollister avenue between third and jennings
